I control the modulation of the blue and yellow segments separately. The camera had some trouble focusing on the outfit, but the effect still works. Also, in person, one sees an odd stroboscopic effect; my motion leaves POV 'trails', which is why I'm moving around so much in these videos. The camera doesn't pick that up either.

The costume started out as "Neon Man":

Later I modified the head to make the outfit "Neon Anubis" for Anthrocon 2001 (again, because the in-person stroboscopic effects are really cool, I flailed around a lot instead of actually dancing):
